No. It is the whole product under AGPL-3.0 — same certificate authority, same policy engine, same recording, same SSO. There is no licence key and nothing is gated. The cloud tiers exist because some teams would rather not operate it, not because they get more software.
AGPL keeps the project open while leaving a commercial option for hosting it. There is no contributor licence agreement, so contributions stay under the AGPL and cannot be quietly relicensed. If that ever changed you would be entitled to judge us for it.
It is the same software you can run yourself, so you export your data and stand up your own deployment. There is no proprietary format to be trapped in. You will need to re-bootstrap hosts against the new certificate authority.
No. Cloud pricing is per user. Adding a host costs nothing, because charging per host discourages exactly the behaviour this tool exists to encourage — putting every host behind the certificate authority rather than the convenient few.
